2024 I-NAPA Election Results
The 2024 I-NAPA election results were ratified during the I-NAPA Membership Meeting at the ICMA Annual Conference in Pittsburgh, Pennsylvania on September 23, 2024.
Nominees for the I-NAPA Board of Directors were elected by the membership via electronic ballot that ran from July 29, 2024 to August 16, 2024. Following ratification, Executive Committee members began serving two-year terms. Newly elected At-Large Directors began serving either two-year terms or remaining one-year terms of vacated positions.

PRESIDENT-ELECT
Inge Tunggaldjaja is an accomplished professional currently serving as the Principal Management Analyst at the City of Riverside, CA, bringing over 17 years of rich experience in local government. With a deep understanding of municipal operations and a proven track record of driving organizational excellence, Inge plays a crucial role in shaping policy, managing resources, and delivering impactful services to the community.
VICE PRESIDENT FOR MEMBERSHIP
Joe Franco, a proud Filipino-American and seasoned public administrator, is dedicated to driving positive change in the Pacific Northwest and advancing the public administration profession. With a passion for nurturing the next generation of civic leaders, Joe champions diversity and representation of Asian and Pacific Islanders at all levels of government. Currently, he serves as the Special Assistant to the Public Works Director at the City of Tacoma, Washington.
VICE PRESIDENT FOR COMMUNICATIONS
Craddock Stropes (she/her) is a facilitator, trainer and mentor with more than 25 years of experience in the local government and non-profit sectors. Her work centers on connecting people with ideas to create inclusive, strategic and tangible solutions that make everyday lives better. In her current role as a senior management analyst for the City of Carlsbad, she served on the city's inaugural Diversity, Equity and Inclusion (DEI) employee committee which was responsible for creating the first-ever City Council adopted DEI Work Plan.
Since joining I-NAPA in 2020 she has hosted Boba Break events, facilitated a panel discussion on community engagement in partnership with ICMA affiliates, served as a mentor for I-NAPA’s mentorship program and was part of the organizing committee for I-NAPA’s first online Symposium. She is a licensed trainer with the International Association for Public Participation (IAP2) and was past-chair of its national Diversity, Equity and Inclusion committee. In addition she serves as vice chair of the national DEI Committee for the American Public Works Association and a DEI subcommittee for CalCities. She has presented learning sessions on diversity, equity and inclusion, public engagement and crisis communications for Connect, CalCities, California Association for Public Information Officers, National Association of Asian American Professionals, Public Relations Society of America, American Public Works Association and Transforming Local Government conferences. In connecting more deeply with her Vietnamese heritage Craddock has committed her energy to uplifting, advancing and engaging Asian professionals, and is honored to serve I-NAPA as a board member at large. She would welcome the opportunity to deepen her engagement with I-NAPA by serving in a VP Communications role
SECRETARY
Michaela Canete is the Policy Analyst for the City of Hillsboro in Oregon and has been involved with the City since 2016. As a Policy Analyst, she assists in developing the City’s strategic plan, planning and implementing capital improvement programs, leading the Civic Leadership Academy, Youth Advisory Council, Sister City Program, and providing project coordination, advisory, and support to policy development. Being born and raised in the Philippines, Michaela wishes to utilize the tools and strategies obtained during her experiences within local government and connect them to international policy.
Michaela served as a Board Director for the International Network of Asian Public Administrators (I-NAPA) and was involved in the Symposium Planning Committee as well as the newly formed Communications Committee. Michaela is also involved with the International City/County Manager’s Association (ICMA) having traveled with ICMA Executive Team and Global Engagement Committee to the Philippines as a part of a work study in 2023 and being a part of the Education Committee for the ICMA Annual Conference in 2026. As a graduate of Oregon State University, Michaela received her Bachelor’s Degree in Political Science with a focus in International Affairs and Communication and is currently working on obtaining her Master’s Degree in Public Policy.
TREASURER
Monica Elise Davis currently works for the City of Oakland as the Deputy City Administrator, working on a citywide strategic plan and a performance management program. She also served in Oakland’s Planning and Building Department as the Assistant Director. Prior to that, she worked for the City of Hayward, California as the Community Services Manager, overseeing homelessness policy, the community agency funding process, and undertaking special projects including a large land use development project. Monica is committed to delivering high quality public service in an innovative and efficient manner, supporting community engagement, organizational health, and working collaboratively to enhance diversity in local government.
Monica is actively engaged in professional development and is a member of the International City and County Management Association (ICMA), and served as the 2021 Municipal Management Association of Northern California (MMANC) President. Since 2018, Monica has served on the Board of Directors for the International Network of Asian Public Administrators (I-NAPA) as a Director-at-Large. She earned a bachelor’s degree in political science with a minor in public policy from UCLA, a juris doctorate degree from Santa Clara Law, and a master’s degree in business administration with an emphasis in leadership and innovation from Leavey School of Business at Santa Clara University. Monica lives in Oakland, California with her wife and two kids.
DIRECTORS-AT-LARGE
Yoko Igawa serves as Director of Government Relations at Foothill Transit, a joint powers authority comprised of 22 cities and the County of Los Angeles. There, she handles federal, state, and local government relations and is responsible for developing the agency’s legislative priorities. She previously served on the I-NAPA leadership team from 2016 to 2023, including interim terms as Vice President and VP of Communications. She has also been serving on the ICMA Government Affairs and Policy Committee since 2015, and previously served on the Cal-ICMA Board of Directors from 2019 to 2024. She has a MPA from USC, a MS in Biomolecular Science and Engineering from UCSB, and a BS in Physics from UCSD.
Emeline is a Principal Management Analyst currently serving in Santa Cruz. With a solid background in public administration, strategic planning, and human resources, she excels in overseeing special projects and managing budgets. Emeline's journey began in Orange County, where she attained her BA in Sociology from the University of California, Irvine, and later earned her Master's Degree in Social Work with an emphasis on Community, Organization, and Business Innovation from USC.
Yoshi Manale is half Japanese/Italian American born in California, raised in the suburbs of Washington DC, schooled in New Jersey/New York, and now living in New Hampshire. For 20 years, Yoshi has worked in city government management, from small (City Manager, Claremont, NH, pop. 14,000) to medium (Deputy Mayor, Trenton, NJ, pop. 95,000) to enormous (Assistant Director Mayor's Office of Procurement, New York City, pop 9 million). He is a committed public servant dedicated to elevating future managers interested in the exciting field of municipal management. Yoshi loves the outdoors and spends weekends skiing in the winter and hiking with his Shiba Inu, Mochi, in the summer.
Lois currently serves as the Assistant to the City Manager at the City of Encinitas, where she has been working in various roles for over seven years. Her notable achievements include creating the city's first annual report, serving as PIO during a nationally covered shark attack in 2018, acting as backup Emergency Manager during the COVID-19 pandemic, and securing millions in funding for CIP projects. Previously, Lois worked for the City of San Diego for over three years, focusing on water conservation rebates and education.
Souwan is an experienced Human Resources Professional (IPMA-SCP, SHRM-CP & PHR certified) with a demonstrated history of working in the human resources industry in both the public as well as the private sector. He is an Employee Experience & Engagement Leader in Local Government, Contact Centers, Management and Training & Development. Souwan has strong human resources professional with a Bachelors Degree focused in Business Management with Concentrations in Finance & Human Resources.
Raymond Huang is a principal engineer in the City of Chandler. He received his Master of Science degree from the University of Arizona and Master of Business Administration from the Grand Canyon University. Raymond specializes in the design and maintenance of safe roads in Chandler. He has over 15 years of experience in the public sector serving in various roles including, operations, program building, and project management. Raymond is passionate about improving traffic safety and reducing severe injuries and fatalities from traffic crashes. Raymond lives in Phoenix Arizona with his family. He enjoys outdoor activities with his family including, biking, hiking, camping, etc.
Bucoda Warren currently serves as the Chief of Policy Analyst to the Mayor's Office for the City of Tacoma, WA where he responsible for providing direct executive level support, advising on current issues, and providing responsive research and analysis in support of decision making. He brings his experience with Strategic planning and visionary implementation, complex community and stakeholder engagement projects, and knowledge of project management and continuous improvement systems to enrich the City of Tacoma and work to help the Mayor’s Office to operate more amply, with greater vision, with a finer spirit of hope and achievement.
